Finance & Administration Supervisor
About the Position:
The County of Yuba is currently recruiting for the County-wide classification of Finance & Administration Supervisor. The current vacancy exists in the Health & Human Services Department. Under general direction, the Finance & Administrative Supervisor plans, organizes, and supervises administrative or fiscal staff engaged in difficult, complex, sensitive, and detailed analytical work, including quantitative analysis in the areas of budget, financial/fiscal, contracts, economic, procurement, legislative and administrative policies; and performs other duties as assigned. This is a full supervisory professional level classification in the County’s analyst series. The employment list established from this recruitment may be utilized to fill other vacancies within the same or similar classification during the duration of the eligibility list.

Must have skill in motivating, developing and directing people; identifying the best people for the job; ability to deescalate difficult situations and problem solve as needed. The incumbent will collect, interpret, analyze, evaluate complex narrative and statistical data pertaining to fiscal management and administrative matters in order to develop spending plans and evaluate funding sources. Knowledge of principles and practices of project and grant management, basic supervisory principles and practices, and applicable laws, codes and regulations are essential.
Examples of Duties :
¨ Direct and manage the daily activities of fiscal or administrative units through appropriate delegation and direct work supervision.
¨ Continuously monitor and evaluate the quality, responsiveness, efficiency and effectiveness of assigned department or division service programs, service delivery methods and procedures; implement new systems, methods and procedures; monitor program progress in meeting goals and objectives; conduct updates with management staff to inform and advise project progress.
¨ Plan, develop and direct the production of highly complex departmental budget(s); advise management in the budget development and management process, including formulating policy, monitoring, reporting and interpreting budget documents; supervise the preparation of budget line-item narratives, quarterly financial reports, complex analyses, recommendations and justification based on complex statistical analyses for annual and mid-year requests.
¨ Direct the analysis of existing federal, state and local laws and regulations and proposed legislation related to assigned County department and functions; comprehensive written and verbal reports regarding fiscal, policy, and/or programmatic impact; make recommendations concerning the modification of programs and procedures to assure compliance with federal, state and local requirements as appropriate; and develop County position papers.
