Description
The County of Yuba is currently recruiting for an Emergency Operations Planner in the Office of Emergency Services. Under general direction, the Emergency Operations Planner will perform analytical and administrative duties in support of the daily operations of the Division of Emergency Services; assist with the coordination, planning and training of county employees and stakeholders; assist in developing policies and procedures and implement program goals and objectives; maintain the County Emergency Operations Center in a constant state of readiness; may serve as project manager on emergency management projects; assist in maintaining emergency management budget and compliance with federal grant guidelines; and other duties as assigned. This is the journey level in the emergency services analyst series.
Example of Duties:
- Assist County departments, agencies and stakeholder groups in identifying and addressing potential areas of disaster exposure; Assist various groups, including County departments and programs, special district s, cities, businesses, non-profits and non-governmental organizations in reviewing and/or developing emergency preparedness plans.
- Function as a member of the Emergency Operations Center Management team and may be required to operate the Mobile Incident Command Vehicle when needed for operational area response.
- Assist with research and determination of funding sources for various programs and/or projects; prepare grant applications
About the Office of Emergency Services
The mission of the Office of Emergency Services (OES) is to provide exceptional public service when coordinating disaster activities with our stakeholders and first response partners before, during, and following an emergency or event that has impacted the County of Yuba; always striving to protect the safety and property of our citizens. The role of the OES is to coordinate all necessary planning for emergency preparedness, response, recovery, and mitigation. We constantly work to provide the citizens of Yuba County with preparedness and educational emergency and disaster information necessary to make informed and safe decisions should an incident occur.
Ideal Candidate
Ideal Candidate: The ideal candidate is a team player, who is a natural problem solver. They are adept in planning and organization and have a heart for public service. The ideal candidate has experience working for a governmental or public agency with a background in Emergency Services, project management and/or accounting and administration. They are an analytical thinker and excellent communicator, proficient in the Microsoft Office Suite. Knowledge of Emergency Preparedness plans, NIMS, SEMS, FEMA, grant funding and State and Federal Reporting is preferred, but not required.
Qualifications:
Minimum: Bachelor’s Degree from an accredited college or university with major course work in business or public administration, public safety/emergency management or a field related to the work; and one year of technical-level experience performing disaster planning, management or response or successful completion of state and federally sponsored courses in disaster preparedness, response and recovery. Candidates with strong experience who lack the degree are encouraged to apply.
Preferred: In addition to the minimum requirements, certifications or credentialing in emergency services programs or as a trainer of emergency services programs, the completion of Federal Emergency Management Agency Professional Development Series; or professional experience planning, managing, or organizing for disaster relief, emergencies, and civil defense, either in an office of emergency services or in the police, fire protection, emergency medical or other related field.
Special Requirements: Must successfully complete an extensive and thorough background investigation including Live Scan fingerprinting prior to hire. DMV printout prior to hire. Attend meetings outside of normal working hours including weekends. Must file statements of economic interest with the Yuba County Clerk/Recorder. Will be required to perform disaster service activities pursuant to Government Code 3100-3109. Must be able to implement appropriate response to any County emergency within 30 minutes of being notified.
Work Environment: May require work with exposure to dangerous conditions, extreme weather, physical harm and infectious diseases. May require unusual or prolonged work hours during emergencies or disasters and during training programs or emergency preparedness exercises.
Benefits
MERIT INCREASE: Typically 5% each year for the first 7 years.
RETIREMENT: Yuba County does not participate in the Social Security Program.
Miscellaneous Classic = 2% @ 55

Safety New = 2.7% @ 57
VACATION: 12 days for first 5 yrs with incremental increases every 5 yrs thereafter, up to 20 years.
HOLIDAYS: An average of 12 paid holidays per year.
FLOATING HOLIDAYS: Employees receive up to 16 hours per year.
SICK LEAVE: Accrued each payroll period, up to 12 days per year.
MANAGEMENT LEAVE: Employees receive 56 hours of management leave annually. This leave is pro-rated based on start date and must be utilized by the end of the fiscal year.
HEALTH INSURANCE: The County pays 90% of the Basic Plan premium for employee only or 70% for employee and eligible dependent(s). Health Waiver Opt-out of $250/monthly available with proof of other employer sponsored health care coverage.
DENTAL/VISION INSURANCE: The County pays 100% of the Basic plan premiums for employee or 80% for employee and eligible dependent(s). Requires participation in Health Insurance benefits.
LIFE INSURANCE: The County provides a $50,000 life insurance policy to employees in this unit. An additional $50,000 in coverage is funded by the employee's contribution to the STD program. A total of $100,000 in coverage. Employees may purchase supplemental coverage for themselves and dependents.
SHORT TERM DISABILITY (STD) INSURANCE: The County provides a self-funded disability insurance in-lieu of SDI. Disability rates are paid at 75% of salary up to the current maximum weekly rate established by the State SDI program for up to a maximum of 90 days while on leave for a limited or total disability. The employee withholding rate is 1% of taxable wages with a maximum of $1,539.58 on wages for the 2021 year. Rates follow State SDI withholdings and are established every calendar year. The 1% contribution funds a fully insured LTD policy
MANAGEMENT ANNUAL ALLOWANCE: Unrepresented Department Heads, Assistants and Deputy Department Heads will receive an annual allowance of $500 and Mid Managers will receive $400 annually.
UNIFORM ALLOWANCE: The County provides the first set of uniforms for any employee required to wear uniforms in the Sheriff's Department. Employees required to wear uniforms shall receive a uniform allowance at a set monthly rate, in arrears.
DEFERRED COMPENSATION: One Voluntary Deferred Compensation plan is available.
EMPLOYER CONTRIBUTION TO DEFERRED COMPENSATION 401(A) PLAN:
Effective 07/01/2020, the County will provide the following deferred compensation plan match to Unrepresented Safety Management employees within the Sheriff's Department with open 457 deferred compensation accounts:
• Beginning with the pay period following completion of 2 years of service, the County will match up to $35/mo or if a biweekly pay cycle $16.15 per pay period (26x/year)
• Beginning with the pay period following completion of 5 years of service, the County will match up to $85/mo or if a biweekly pay cycle $39.23 per pay period (26x/year)
• Beginning with the pay period following completion of 10 years of service, the County will match up to $170/mo or if a biweekly pay cycle $78.46 per pay period (26x/year)
EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.
