South Tahoe Public Utility District is recruiting for a Staff Engineer I/II to perform a variety of entry level engineering activities including the design, construction, inspection, permitting and project management for water and sewer facilities. Requires a bachelor’s degree in Civil Engineering or another closely related field. Experience in the water and wastewater field is desired. Salary: $6,396.79/month -$9,392.49/month DOQ.

Job Summary

Under the supervision of the Principal Engineer, performs a variety of entry level engineering activities including the design, preparation and/or review of improvements, plans, parcel maps, potential easements, encroachment and environmental permits for water and sewer facilities to ensure they meet or exceed the District's standards and regulations.  Performs construction management duties as assigned for District Capital Improvement Projects (CIP), including on-site construction inspection services.

Essential Functions

  1. Uses engineering principals to assist in the planning, permitting, design and layout of District facilities, including development and review of plans and specifications and surveying of project sites.
  2. Observes and inspects the repair, construction, and oversees the start-up of District water and sewer facilities, ensuring strict compliance with plans and specifications, industry standards, and governmental regulations.  
  3. Assists in securing and enforcing all necessary permits for construction projects. 
  4. Enforces Cal-OSHA safety program for all major construction or repair projects to ensure the safety of workers and the public. 
  5. Uses and assists with the maintenance of an ESRI-based GIS. 
  6. Uses InfoWater and InfoSewer hydraulic modeling programs, or current equivalent, in response to new community projects, for system evaluation, to develop improvement projects to identify and solve systematic problems, improve reliability, efficiency and improve operations in general. 
  7. Develops or assists in the development of working plans for the construction, modification, improvement or repair of new and existing District facilities using AutoCAD. 
  8. Maintains accurate and complete inspection records of all repair and construction projects in accordance with industry inspection standards to assist or prepare quality as-built drawings, using AutoCAD. 
  9. Collects and compiles project information as necessary for the development and maintenance of the District's asset management system. 
  10. Supports the implementation of quality workmanship, as specified  in all construction and repair projects. Reports construction, quality control testing and environmental problems and deficiencies to the Project Manager, Principal Engineer or Engineering Department Manager. 
  11. Conducts or assists in the development of the environmental assessments required to build District projects. 
  12. Conducts or assists in engineering studies for operational improvements of District facilities. 
  13. Performs field density tests using nuclear gauge testing equipment.
  14. Uses GPS equipment to collect field data. 
  15. Adheres to and enforces stated safety policies and procedures.

Education & Experience Requirements

A Bachelor's of Science degree in Civil Engineering or another closely related field, from an ABET accredited school is required.


  1. For Staff Engineer I, experience in the water and wastewater field is desired, but no directly related experience is required.
  2. Staff Engineer II requires a minimum of two (2) years' experience in the water and wastewater field at a level comparable or higher than the Staff Engineer I classification.

Proficiency Requirements

  1. Requires Certificate of Safe Use and Handling of Nuclear Devices in accordance with the requirements of Department of Transportation Requirements 49 CFR 172.7, Subpart H, within two (2) months of hire date.
  2. Requires Field Testing Technician Grade I Certification from the American Concrete Institute (ACI) within twelve (12) months of hire date. 
  3. Requires Competent Person training for trenching and shoring, as required by Cal-OSHA within eight (8) months of hire date. 
  4. Requires ability to remain familiar with the Confined Space Program and the duties of Confined Space Supervisor, Entrant, and Attendant, as provided during annual training. 
  5. Staff Engineer II requires certification as an Engineer-in-Training (EIT). 
  6. Requires an understanding of and ability to apply engineering principals (technical, economic, and environmental) to engineering projects. Requires ability to read and understand contract drawings and specifications.
  7. Requires ability to document construction activities, prepare contractors' monthly pay estimates, evaluate change orders for validity and cost evaluation, and participate in negotiations with contractors. 
  8. Requires knowledge of water and wastewater works, construction, and safety standards. 
  9. Requires ability to recognize and ensure corrective action is taken on any unacceptable workmanship and material. 
  10. Requires ability to stay current with pertinent and changing construction operational and safety standards, regulations, and technical advances in the water and wastewater industry. 
  11. Requires knowledge of equipment and facilities commonly used in the water and wastewater industry.  Working knowledge of heavy equipment operations is desirable. 
  12. Staff Engineer I requires the ability to learn AutoCAD and perform drafting of engineering drawings. Staff Engineer II requires proficiency in Autocad. 
  13. Staff Engineer I requires the ability to learn ESRI-based GIS and assist with GIS maintenance as required by the needs of the department. Staff Engineer II requires proficiency in ESRI-based GIS. 
  14. Staff Engineer I requires the ability to learn hydraulic modeling programs. Staff Engineer II requires proficiency using hydraulic modeling programs. 
  15. Requires proficiency in word processing and spreadsheet software programs. 
  16. Requires ability to understand and follow written or verbal directions as well as issue precise written and verbal directions. 
  17. Requires ability to exercise individual judgment and take prompt and decisive action when urgent situations arise. 
  18. Requires ability to maintain cooperative relationships with co-workers and supervisors. 
  19. Requires use of GPS equipment to collect field data. 
  20. Requires a valid, current drivers' license, acceptable by the State of California, with a driving record which enables insurability. 
  21. Must have current, valid CPR and First Aid certificates, or ability to obtain within two (2) years of hire date.
