The Water Resources Manager specializes in projects related to water resources, water treatment, and recycled water reuse, including planning, researching, design, and permitting for water resources projects. Requires Bachelor's in Geology, Hydrogeology, Environmental Science or related field and minimum 6 years' experience working in hydrogeology, engineering, or water resources development. Salary Range: $9,953 -$12,703/month DOQ. 

Essential Functions

  1. Provides leadership and works effectively with staff and other stakeholders to cultivate a productive, collaborative, customer-service oriented work environment towards achievement of the District’s mission, plans, objectives, and values.
  2. Manages multiple elements of complex, multi-disciplinary public works projects.   Prepares and/or manages the development of complex design work, reports, special studies, planning documents, environmental documents, permits, plans, specifications, cost estimates, contracts, as-builts, pay requests and change orders.  Is responsible for construction management and project start-up services.
  3. Provides leadership of District’s groundwater management activities for compliance with the sustainable groundwater management act. Maintains a current understanding of regulatory requirements for groundwater resources; researches and provides technical review of proposed regulatory changes and monitors and comments upon legislative developments impacting groundwater management.
  4. Responsible for and ensures maintenance of the District’s groundwater level elevation monitoring program and monitoring entity requirements.
  5. Coordinates public agency permitting, evaluates and achieves compliance with NEPA, CEQA and other regulations.  Negotiates and obtains permits, property acquisition, easements, right of way and other approvals necessary for public works projects.
  6. Evaluates, interviews, contracts, and manages consultants for planning, research, design, permitting, environmental documentation, inspection, and construction support services.
  7. Evaluates and monitors the progress of groundwater contamination investigations and remediation efforts at sites that may affect District drinking water resources. Coordinates with the Lahontan Regional Water Quality Control Board regarding groundwater cleanup and monitoring requirements.
  8. Prepares and conducts groundwater and surface water investigations. Develops and conducts groundwater aquifer studies and uses computer models, including two-and three-dimensional modeling codes, as well as pre-and post-processors for those codes.
  9. Evaluates risk to District wells from various threats, including biological and physical contaminants, both natural and manmade.
  10. Conducts assessments for District drinking water sources as required by state and federal mandates and oversees Source Water Assessment and Protection Program and Groundwater Management Plan. Contributes to the development of the Urban Water Management Plan and Integrated Regional Water Management Plan.
  11. Develops and conducts water resources exploration programs to determine optimum well and well field locations for future drinking water supply wells. Develops well drilling specifications and directs well construction. Develops and conducts well evaluation and well restoration projects for District water supply wells.
  12. Adheres to and enforces stated safety policies and procedures

Education & Experience Requirements

EDUCATION

  1. High school graduation or equivalent is required.
  2. Graduation from an accredited four-year college or university with a degree in Geology, Hydrogeology, Civil Engineering, Environmental Science, Water Resources Management or related field is required.
  3. A Master’s degree is desirable.

EXPERIENCE

  1. Requires six (6) years increasingly responsible experience in hydro-geology, engineering, and water resources development. 
  2. Experience performing hydro-geologic work in South Lake Tahoe and vicinity, or the State of California in general, is desired.
  3. Experience working with federal, state, and local regulations and regulators, relating to water quality protection, well drilling, and drinking water quality is desired.

Proficiency Requirements

  1. 1. Requires registration as a Professional Geologist, Hydrogeologist or Engineer in California, or ability to become registered in California within 18 months from hire date is required.
  2. Requires ability to exhibit professional expertise, critical thinking, independent judgement and decisions-making.
  3. Requires ability to read and interpret engineering plans and specifications.
  4. Requires ability to design, perform, and evaluate field hydro-geologic investigations including drilling, water quality testing and aquifer pumping test programs.
  5.  Requires ability to learn and use complex computational, analytical and mapping software, including but not limited to ArcGIS.
  6.  Requires ability to locate, design, and supervise construction of drinking water wells.
  7.  Requires ability to analyze and evaluate hydrologic and water quality data.
  8.  Requires ability to develop and implement effective and efficient groundwater contamination investigations.
  9. Requires ability to utilize hydro-geologic methods for assessing drinking water well vulnerability to contamination.
  10.  Requires ability to understand and work with wellhead treatment technologies.
  11. Requires ability to inspect underground fuel and storage tank repairs and installations in cooperation with El Dorado County Environmental Health Department.
  12. Requires ability to envision, prioritize and develop measures, in cooperation with staff and other agencies, to provide for District’s future water needs.
  13.  Must be able to understand and carry out written and oral directions in a clear and concise manner.
  14.  Requires the ability to maintain cooperative relationships with co-workers, supervisors, and representatives of government agencies.
  15.  Requires a valid, current drivers’ license, acceptable by the State of California, with a driving record which enables insurability.
  16. Must have current, valid CPR and First Aid certificates \, or ability to obtain within two (2) years of hire date.
