BUDGET AND GRANTS COORDINATOR
Grade (29): $54,552.59 – $87,284.15/yr
POSITION:
Position performs technical and analytical work in overseeing the City’s Grant Program and the Department’s Operating and Capital Budgets. This position is directly responsible for assisting the City’s Grant Consultant in the review and analysis of available grant opportunities, submitting grant applications, monitoring grant progress, submission requirements, and processing financial reports for Federal, State and Local granting agencies. This position is also responsible for the development of funding applications, in conjunction with Engineering staff, to secure funding for various departmental and/or City projects/programs; prepares grant letters, submittal of grant applications completed in conjunction with Engineering staff, and related documentation in prescribed format as directed by grant requirements or instructions. Responsibilities also include periodic status reviews of operating and capital budgets, expenditures, and revenues, in comparison to established parameters per the fiscal year. Position will also be responsible for identifying deviations from projected budget administration parameters in the department and alerts management to potential over-expenditures.
Work is performed independently under the direct supervision of the Department Director.
ESSENTIAL JOB DUTIES

- Communicates with director, employees, other departments, City Officials, grant team members, granting agencies, community organizations, the public, the media, outside agencies, and other individuals as needed to coordinate, grant application status review, exchange information, resolve problems, or give/receive advice/direction in relation to the City’s Grant Program.
- Maintains appropriate records and documentation in accordance with grant regulations. Records and delivers information to the Supervisor or Designee.
- Evaluates applications submitted for funding and ensures the City has all necessary requirements from sub-recipients.
Reviews and approves agencies' requests for reimbursement of grant funds; administers government funded community development projects. - Schedules monitoring appointments with recipients and agencies; prepares sub-recipient monitoring reports and monthly project status reports.
- Develops and maintains management reports and tracking systems for grant receipts, payments and expenditures, reimbursable overtime, as well as ad hoc projects as needed; completes and compiles operational and financial grant monitoring reports.
- Regularly monitors and evaluates the status of department budgets, as well as capital projects, for adherence to projected budget
- Analyzes monthly, quarterly and mid-year budget status to identify deficits and surplus conditions; provide notifications
- Alerts Director of any potential over-expenditures based on trending and analysis and provides recommendations for solutions within scope of
- Reviews and/or approves of budget exceptions such as budget transfers, amendments, and purchase orders for Director review and
- Analyzes department budget submissions, providing comments and recommendations to the Director and managers
- Serves as an internal budget consultant on budget-related issues to
- Assists with the preparation of the City Manager’s and departmental budget message, budget documents and associated supplemental materials, e.g., capital project forms, charges, budget records, budget reports.

KNOWLEDGE, SKILLS & ABILITIES
- Experience with grant research and grant application submissions.
- Knowledge of grant administration and review with a municipality or other government agency.
- Substantial knowledge of the principles and practices applied to the management and analysis of municipal operating and capital projects budget
- Substantial knowledge of statistical concepts and methods as applied to the analyses of budget management and
- Knowledge of the principles and practices of governmental accounting, budgeting and municipal fiscal
- Knowledge of legislation and regulatory standards applicable to the management and administration of public
- Considerable knowledge of modern office practices, with emphasis on computer literacy, word processing, spreadsheet applications, and electronic records and file
- Ability to establish and maintain effective working relationships with employees, division and department heads, public/private sector contacts, and City

MINIMUM ACCEPTABLE EDUCATION, TRAINING & EXPERIENCE
Bachelor's degree from an accredited college or university in Business or Public Administration, Finance, Accounting, or related field and 2 years of progressively responsible and skilled experience. Strong computer skills.

3 years of grants experience
3 years of financial related experience
2 years of municipal experience
Experience working with Enterprise Resource Planning business management software (MUNIS)
